Chips on the Table: A one year review of the CHIPS and Science Act

The House Science Committee will hear witness testimony from Gina M. Raimondo, Secretary of Commerce, on the impact one year of the CHIPS and Science Act being passed. The legislation passed on August 9, 2022, and included $39 billion in subsidies for domestic chip manufacturing and $13 billion for semiconductor production as well as other tax subsidies. The legislation is part of the Biden Administration’s push for scaling up the country’s production in these key tech areas.

High-level meeting on pandemic prevention, preparedness and response

As part of the United Nation’s 78th General Assembly, the UN is hosting a high-level meeting to discuss the world’s response to potential future pandemics. A variety of stakeholders and member countries will speak about various areas surrounding pandemic preparedness including vaccine delivery and vaccine waivers. South Africa and India proposed the TRIPS vaccine waiver during the coronavirus pandemic which aimed to waive vaccine patent rights so less-developed countries could scale up generic production of the vaccine. The TRIPS waiver among other patent-related issues is likely to be discussed at the meeting.

United States Patent and Trademark Office

Public listening session: Innovating ideas on standards and intellectual property

At 1:00 PM on Wednesday, USPTO Headquarters and online livestream

The USPTO is holding a public listening session to discuss standards development and the National Standards Strategy for Critical and Emerging Technology that the White House released in May 2023. The Office is hoping to hear from stakeholders, researchers, and businesses on the current participation of U.S. firms in standard-setting. USPTO Director Kathi Vidal as well as Laurie E. Locascio, Under Secretary of Commerce for Standards and Technology, and Diane Farrell, Deputy Under Secretary for International Trade, will be in attendance.

House Subcommittee on Courts, Intellectual Property, and the Internet

IP and Strategic Competition with China: Part III – IP Theft, Cybersecurity, and AI

At 3:00 PM on Wednesday, 2141 RHOB and online livestream

This is the third session of the House IP Subcommittee’s hearings on IP concerns related to China. The subcommittee held the first two hearings in March and April of this year.

Brookings Institution

Strengthening US semiconductor supply chain resilience

At 10:00 AM, The Brookings Institution Falk Auditorium and online livestream

With an increasing focus on semiconductors used for technological innovation, Brookings will look at what the United States has down to strengthen these supply chains domestically and in ally countries. A panel will look at what U.S. policy tells us about domestic goals as well as if those goals will be achieved. The interactive panel will be moderated by Brookings Senior Fellow Ryan Hass.
