Panel #2 – Artificial Intelligence: A New Frontier of Threats and Opportunities for the United States*
A global technology revolution is underway. Indeed, Artificial Intelligence (AI) is one of the most consequential technologies of the 21st century. And countries around the world are racing to use, build and dominate future Artificial Intelligence (AI) innovations both in national security and economic security realms.
Throughout history, powerful technologies have been used for both good and bad, and AI will be no different. Recent advances in the capabilities of generative AI have woken the world to the economic possibilities, as well as the national security risks associated with AI. These threats and opportunities require deliberate assessment.
In a 2021 report the National Security Commission on Artificial Intelligence concluded that China is “poised to fill the void left by weakened U.S. IP protections, particularly for patents, as the U.S. has lost its comparative advantage in securing stable and effective property rights in new technological innovation.” Unfortunately, since that report published, nothing has changed to reinvigorate IP protections in the United States.
This panel will discuss the problems AI presents for the United States from both an economic security and national security perspective, and what the United States should do to maintain (or perhaps regain) its innovation leadership in the areas of artificial intelligence and machine learning.
