How Can the United States Achieve Global AI Dominance? *

In an Executive Order signed on January 23, 2025, President Donald J. Trump committed to the United States being at the forefront of artificial intelligence (AI) innovation, with development of AI systems that are free from ideological bias or social agendas. “It is the policy of the United States to sustain and enhance America’s global AI dominance in order to promote human flourishing, economic competitiveness, and national security,” the Executive Order reads.

Toward that end, among other things, the Trump Executive Order directed the heads of all agencies to review all policies, directives, regulations, orders, and other actions taken pursuant to the Biden Executive Order on AI, signed October 30, 2023. To the extent the Biden AI Executive Order is inconsistent with Trump’s AI Executive Order agencies heads are directed to suspend, revise, or rescind such actions or orders. The Trump AI Executive Order also directs the Executive Branch to within 180 days develop and submit to the President an action plan to achieve American global AI dominance.

This panel will discuss President Trump’s AI Executive Order, what the rescission/ revocation of the Biden AI Executive Order means, the likely differences between Trump and Biden policies relative to AI, and what the White House and the rest of the Executive Branch can and should attempt to achieve the goal of American global AI dominance— including but not limited to making it easier for U.S. patents to issue on AI related innovations and the adoption of a comprehensive national innovation strategy.
